Is the forward limit still two and is it still only allowed in Divs 1A & B?
Forward limit is two and still only allowed in division 1. Dolphin lost use of full contracted players when they got relegated to division 2 for this season

This new rugby carnival in the US is Nucifora's 'two fingers' to the clubs for not accepting his AIL restructure proposal.

I understood that that policy continued under JVG.

Of course, a few extra players are held as cover in case of last minute injuries. Is that where the problem is?
Rassie was much more in support of players engaging with their clubs than JVG is. JVG has supposedly ringfenced 30 or so players that won't play AIL no matter what the circumstances.

Management programmes are starting to go too far for a lot people involved with players as the lack of rugby some young players are getting in bewildering in some cases. There's growing frustration towards the Munster physio and S&C (From above [underage rep squads] and below [clubs] at how quick they are to pull players from action.

That's interesting, as I know that some of the clubs feel aggrieved as their academy/A players are not being released back to them even if they are not due to play with Munster, for instance, for weekend fixtures.
A fully contracted player has to start and play at least the first half of, 4 games in rounds 1-14(inclusive) to be eligible to play in rounds 15-18 and any playoffs. Exceptions can be, and have been, made due to long term injuries etc. An appeal has to be made to the AIL co-ordinator to allow them to play.

Fully contracted players can't play for or against Div 2 teams. Hence Dolphin & Bohs lost 8 or 9 players between them at the end of last season. Their fully contracted players couldn't play (if available) in the relegation play-offs as it was against Div2A teams.

Probably next year or the year after next they will take some stopping"

We do look stronger. Leinster front 5 are very very good though. Scott Penney too at 7 and their centre pairing is dacent.
