Did you get a message when you sent it that the recipients inbox was
full? If it is, you should get one.

Otherwise, it could be that they got it, read it, and deleted it.

DC pretty much covered it, the outbox isn't something you control/can delete as it only stores messages you've sent that are saved in other inboxes.
